Yes. They are public GPTs in OpenAI's GPT Store. Anyone with a ChatGPT account can open them, including on the free plan; free accounts have lower daily limits than paid ones. Complete AI Training does not charge for this list.
How do I open a Custom GPT?
Click "Open in ChatGPT". The GPT opens on chatgpt.com (sign in if asked) and you type your request in the chat box, just like in normal ChatGPT. To keep it handy, click its name at the top and choose "Keep in sidebar".
