Abu Dhabi's Department of Health is inviting global investors and innovators to test artificial intelligence medical solutions within the emirate's healthcare system. Mansoor Ibrahim Al Mansoori, chairman of the Department of Health - Abu Dhabi, made the offer at the Milken Institute Global Conference 2026 in Los Angeles on May 8.

The emirate has built integrated health infrastructure specifically designed to support real-world testing of next-generation medical systems. Al Mansoori said Abu Dhabi treats AI as a practical tool, not a marketing concept.

"AI, for us, is not hype; it is a utility," he said.

How Abu Dhabi's System Works

The health department combines genetic data, wearable technology information, and medical records on a single platform. This integration supports faster drug discovery and improves healthcare planning across the system.

A command center called the Unified Medical Operations Command Centre (UMOC) serves as what Al Mansoori described as the "health brain" of Abu Dhabi's healthcare infrastructure. AI agents in the center detect incidents in real time and improve emergency response coordination, allowing care to begin earlier-including during ambulance transport.

Shift Toward Prevention

Abu Dhabi is moving away from treatment-focused models toward systems built around prevention and early detection. Al Mansoori said the future depends on detecting illness before it becomes disease.

"The future of health will be focused on sensing," he said. "You need to detect illnesses earlier, before they become diseases."

The integrated platform allows health officials to monitor the system more effectively and respond faster when problems emerge.

Broader Strategy

The healthcare initiative connects to Abu Dhabi's wider plans for economic diversification, technology investment, and infrastructure development. The emirate aims to give residents better access to their health data so they can manage their wellbeing more independently.

On the conference sidelines, Al Mansoori met with international leaders in biotechnology, AI, genomics, pediatrics, and investment. Discussions focused on expanding predictive healthcare systems, improving access to advanced care, and developing new financing models based on long-term health outcomes.
