During discussions with Prime Minister Mostafa Madbouly and Minister of Health Khaled Abdel Ghaffar, the president reviewed initiatives such as the National Project for Human Development. This includes the launch of 300 integrated development centers and the expansion of early childhood services by increasing nursery capacity. The programs also promote physical, mental, and social health across communities.

Population Strategy and Healthcare Infrastructure

The national population strategy, part of the “Bedaya” initiative, was highlighted with encouraging results. Reports show declines in child stunting, obesity, and anemia. The annual population growth rate is projected to decrease to 1.34% by 2025, down from 1.4% last year.

Al-Sisi reviewed healthcare infrastructure projects spanning 11 governorates. In the 2025 fiscal year, Egypt plans to complete 20 hospital construction or renovation projects costing EGP 11.7 billion. These will add nearly 2,650 beds, including intensive care, neonatal, and inpatient units. The facilities will also feature 542 dialysis units and 95 operating rooms, with projects underway in regions like South Sinai, Minya, and Aswan.

Universal Health Insurance and Digital Health Transformation

Phase Two of the Universal Health Insurance System was a key topic. It covers five governorates and includes upgrading 11 hospitals and building 19 new ones. The total bed capacity in this phase will reach 10,517, complemented by 534 new primary care units, increasing the national total to 669. The budget for this phase is estimated at EGP 115 billion.

The president emphasized the need for timely and quality implementation of the national digital health transformation plan. This plan focuses on electronic health records, artificial intelligence (AI) integration, and establishing a national health information exchange. Partnerships with global entities are planned to ensure the system's sustainability.

Health Initiatives and Pharmaceutical Sector Development

Al-Sisi reviewed 15 presidential health initiatives benefiting all age groups. Over 234 million health services have been provided through 3,527 facilities so far. The “Ending Surgical Waitlists” program has served nearly 2.7 million patients since 2018, with over 2.1 million patients receiving state-funded treatment in 2025 alone at a cost of EGP 23.2 billion.

Discussions also addressed localizing pharmaceutical and medical device production. The president called for new incentives to attract investment and improve working conditions for healthcare professionals. He stressed the importance of advanced training, especially in AI-powered medical applications.

Education Reform: Focus on Teachers and AI Skills

In a separate meeting with Education Minister Mohamed Abdel Latif and Egyptian Military Academy Director Lt. Gen. Ashraf Salem Zaher, Al-Sisi emphasized education reform. The focus was on improving teacher selection and training through new frameworks that support academic, technical, and personal development.

Al-Sisi reaffirmed the state’s commitment to supporting teachers, calling them the cornerstone of the education system. He stressed objective recruitment processes and sustained investment in teacher development as essential for improving educational outcomes.
