Cowbell launched OMNI, an AI-native decision intelligence platform, on July 29, 2026 to speed up specialty insurance underwriting and cut the time it takes to produce quotes from weeks to minutes. The platform targets the excess and surplus (E&S) market for small and medium-sized businesses, where insurers struggle with high submission volumes and slim premiums.
What OMNI does
The system combines artificial intelligence, workflow orchestration, and governance on top of Cowbell's existing risk database of more than 55 million entities. For the first deployment, specialized AI agents work alongside human underwriters to analyze submissions, evaluate risk, gather underwriting data, and generate pricing and coverage recommendations. The result: eligible non-admitted quotes that used to take days or weeks can now be produced in minutes.

AI-driven workflows automate repetitive tasks and route work across multiple specialized AI agents. Cowbell said underwriters retain final authority over coverage decisions, with AI acting as a decision-support tool.
Early results and operational shifts
Since the rollout, OMNI has contributed to a 53% increase in new business, according to the company. It has also compressed the product development cycle from roughly eight months to as little as six weeks by enabling reusable underwriting intelligence and modular product capabilities. Cowbell expects those efficiencies to speed its expansion across North America, Europe, and Asia-Pacific as it adapts to regional regulations.
