Universities across Hong Kong are overhauling their curricula and assessment methods in response to generative artificial intelligence. Educators are shifting from temporary bans to structured integration, recognizing that AI literacy is now a core requirement for students entering an automating job market.
Rethinking classroom assessment
Joseph Li, research assistant professor of public humanities at the Chinese University of Hong Kong, has revised his courses almost every semester since late 2022. He noted that essay writing has lost its value as a standalone assessment because AI can generate prose within seconds. To maintain academic integrity, Li now requires interconnected, accumulative assignments and in-class handwritten tests. "The logic is to make all these assignments interconnected and accumulative, so that [students] cannot instantly generate something for the sake of handing in their homework," Li said.
From temporary bans to structured integration
The University of Hong Kong initially banned AI tools for coursework in February 2023 but lifted the restriction by that summer. Cecilia Chan, a professor of education at HKU, told media outlet The Initium that the pause allowed management time to secure the hardware and software needed for educational application. By the 2023-24 academic year, HKU's policy declared AI literacy essential and stated rethinking pedagogy was necessary.
Kelvin Wan, a digital learning specialist at the Hang Seng University of Hong Kong, said universities watched each other closely during the initial panic. HSU now encourages teachers to communicate AI usage rules at the start of the semester. The school also provides guidelines for students to report their use of the technology, a practice that reflects broader AI for Education strategies prioritizing responsible use over prohibition.
Focusing on transferable skills
George Ho, an associate professor of supply chain and information management at HSU, trains his students in systems thinking and critical evaluation of AI outputs. "What we need to do is to ensure they use it ethically, use it well, and acquire the necessary skills to master the technology," Ho said.
Wan described these as transferable skills that remain valid regardless of future technological advancements. "No matter how advanced AI becomes in the future, we as humans have to evaluate its outputs and make our own judgements," Wan said. Addressing job market concerns
Government data shows entry-level jobs in Hongkong plummeted by 60 percent between 2022 and 2025. Junior administration and programming roles vanished at even higher rates during this period. Despite this, Tang Yuk-ming, a senior lecturer at the Hong Kong Polytechnic University, argues AI will raise productivity rather than replace engineering graduates entirely.
"STEM subjects are never just about training your basic knowledge; it is about your mindset and problem-solving abilities," Tang said. For the humanities, the threat is less acute. Li pointed out that human-centered knowledge and community interaction are elements AI cannot produce independently.
Addressing adoption challenges
Adoption remains uneven across institutions. Wan observed that teachers often adopt AI faster than students, partly because secondary school curricula lack AI training. Consequently, freshmen frequently struggle with the technology upon entering university and require additional support.
Fairness presents another challenge. While universities provide equal access to advanced AI models, a minority of students opt out entirely. Li noted that these students view learning as self-cultivation and prefer not to have AI interfere with the process.
"Teachers are not only about teaching. They understand the students' needs through communication, and they guide students towards addressing those needs," Tang said. "AI cannot do this alone so far."
Why this matters for education professionals
Educators must move beyond policing AI use and instead design assessments that require cumulative, critical thinking. Integrating AI reporting guidelines and focusing on human evaluation skills will prepare students for a workforce where AI is a standard tool rather than a novelty.
