India's AI healthcare push gains momentum but clinical adoption trails infrastructure
India's healthcare sector is becoming AI-ready at speed, with the IndiaAI Mission carrying approximately $1.25 billion in funding and electronic medical record (EMR) adoption nearly doubling since 2018. Yet clinical AI remains largely assistive, according to a Bain & Company report, meaning the gap between infrastructure investment and patient-facing deployment is still wide.
The Ayushman Bharat Digital Mission (ABDM) is driving clinical AI forward by enabling patient records to be stored and shared across providers and insurers. Approved in 2024, the IndiaAI Mission is backing India-specific data sets and models such as BharatGen and Bhashini.
EMR adoption grows but remains uneven
EMR use in Indian hospitals has risen from 18% in 2018 to about 35% today. However, the Bain report said this growth "is concentrated in large urban hospital chains, whilst most small- and mid-sized hospitals still document on paper."
India still trails the United States and the United Kingdom, where EMR adoption exceeds 90%. That gap matters because clinical AI depends on structured digital records to function.
Private capital funds the infrastructure layer
Private-sector investment remains central to large-scale AI deployment. Reliance, Amazon, Microsoft, and Google have together committed over $175 billion to AI and data centre infrastructure in India over the next seven to eight years.
Venture capital and private equity firms invested $6.6 billion in AI applications over the past decade. In 2023 to 2024 alone, private equity groups put around $1.4 billion into single-speciality providers. India is now the second-largest market in Asia-Pacific by number of AI start-ups, with close to 2,900. The country also has one of the world's strongest AI talent bases, with skill penetration around three times the global average, though that talent is currently oriented toward foreign markets.
"India's AI trajectory may depend on how talent is applied to local priorities, including India's vernacular languages and healthcare delivery," Bain said. Professionals working in AI for Healthcare will be watching whether that shift toward domestic applications materialises.
Clinical adoption remains assistive
The truest measure of AI readiness is patient impact, and on that front, AI in Indian healthcare "remains largely assistive today," according to the report. "It is used to draft and summarise documentation and support clinicians, but it rarely operates independently."
Regulatory clarity is still catching up. The Central Drugs Standard Control Organisation (CDSCO), India's national regulatory authority for pharmaceuticals and medical devices, issued draft guidance on medical-device software in October 2025. It has not yet clearly addressed adaptive and autonomous systems, which leaves questions about how more independent clinical AI tools would be approved. Administrative applications, such as AI for Medical Billers, face fewer regulatory hurdles and may see faster uptake.
Why this matters for healthcare professionals

Expect that to change as EMR adoption spreads beyond large urban chains and as CDSCO clarifies its position on autonomous systems.
