Insurtech firm builds voice AI for claims that meets EU regulation

Insurtech startup EIP has developed Ella, a voice-led AI agent designed to handle insurance claims while complying with the European Union AI Act. The system maintains human oversight of AI decisions, a requirement under the EU regulation.

Ross Sinclair, founder and CEO of EIP, said the voice interface allows customers to report claims naturally while the system processes them in line with regulatory requirements.

The EU AI Act, which took effect in phases starting in 2024, mandates human oversight for high-risk AI applications. Insurance claims processing falls into this category because decisions affect customer finances and eligibility.

How Ella works

Customers interact with Ella through voice, describing their claim. The AI agent gathers information and processes the claim while flagging decisions for human review before final approval.

This design addresses a core tension in insurance automation: speed and efficiency must not bypass the human judgment required for fair claim decisions.

Regulatory compliance as a feature

Building compliance into the product rather than bolting it on afterward gives EIP a competitive advantage as insurers face stricter AI oversight across Europe.

Other insurers deploying AI for claims, underwriting, or customer service face similar compliance obligations. The EU framework applies to any organization operating in European markets, regardless of where the AI was built.
