Japan launches in-house AI platform to assist civil servants

The Japanese government has launched a large-scale pilot project for "Genai," a generative AI platform developed in-house by the Digital Agency to support civil servants. The trial covers roughly 180,000 government employees, including staff at field offices, with full implementation targeted for fiscal 2027.

The system is named after Hiraga Gennai, an 18th-century Japanese inventor, while also serving as a play on "generative AI." It began as a trial at the Digital Agency in May last year, with the in-house development approach seen as guaranteeing a degree of confidentiality. The pilot expanded to other ministries and agencies in May this year.

Parliamentary responses are the main target

The key feature under development is drafting responses to parliamentary questions. This is a time-consuming task for Japanese bureaucrats. A Cabinet Bureau of Personnel Affairs survey conducted in February and March last year found that the average time needed to complete a draft response to a lawmaker's question was seven hours and 16 minutes.

Researching legal interpretations, reviewing past responses, and conducting policy reviews account for most of that time. Similar surveys over the past few years have consistently shown the process takes six to seven hours.

Genai includes a search function based on past parliamentary transcripts, laws, and other resources. The Digital Agency is developing a function that analyzes and organizes key points to draft responses to lawmakers' questions, with a trial service hoped to launch by the end of the year.

Human staff will still verify factual accuracy, finalize responses, and make policy judgments. But the system is expected to significantly improve efficiency in the drafting process.

Beyond drafting: comments, transcription, and translation

The platform can also classify large volumes of public comments and opinions. Depending on the issue, public comments can number from several thousand to tens of thousands, and processing them currently takes considerable time.

Genai also supports audio transcription for meetings and translation. For professionals working in AI for IT & Development, the platform's architecture offers a concrete example of how generative AI can be deployed in government settings with attention to confidentiality and workflow integration.
