Mosaic Insurance launched HALO, an AI-powered digital underwriting system that brings complex specialty products to the small and midsize enterprise market. The platform compresses quote-to-bind times to minutes for eligible risks while giving underwriters a real-time view of their entire portfolio - a capability the company said is rare in specialty lines.
The system, announced by the Bermuda-based insurer, combines broker trading activity, underwriting decisions, and portfolio outcomes in a single operating environment. HALO is a modular AI infrastructure for Mosaic's SME business across multiple lines, not a single-product quoting tool. That architecture lets Mosaic develop, launch, and refine products, territories, and distribution arrangements without rebuilding the underlying technology each time.
How HALO fits into broker workflows
HALO accepts submissions through email, API integration, or its portal, letting brokers use the channel that matches how they already work. Once a submission arrives, the system structures, enriches, and organizes the data for underwriting automatically. Mosaic said this reduces follow-up questions and repeated touchpoints, pushing submissions to underwriting faster.
Eligible risks can move through an automated quote, bind, and issuance process in minutes. Exceptions and more complex risks are routed to dedicated underwriters. The system also tracks the entire submission funnel - from submission patterns and conversion rates to pricing, limits, retentions, coverage, and distribution.
Cyber Tech E&O as the first product
The first offering on HALO is a Cyber Tech E&O product that pairs the platform's digital underwriting with Mosaic's cyber expertise, in-house claims authority, 24-hour incident response, and Lloyd's-backed capacity. Pricing, appetite, coverage rules, and broker configurations can be tested and recalibrated within 24 to 48 hours. Recurring broker and client requests can be assessed and incorporated into the product without creating manual referrals.
HALO extends beyond the point of bind. Brokers and insureds can access cyber risk intelligence and telemetry monitoring before binding and throughout the policy period, helping them identify and respond to changes in their risk exposure continuously.
Portfolio visibility as the real differentiator
George Cole, Mosaic's head of SME Cyber, said the connection between workflow and portfolio is what sets HALO apart. "Quote, bind, and issue is not the innovation," Cole said. "We can define the portfolio we want to build, compare it with what's entering the funnel, and adjust the rules shaping the next submission."
That visibility matters especially in cyber, where a single vulnerability can affect multiple insureds simultaneously. Cole said HALO helps identify where exposure may be accumulating across industries, technologies, and service providers. The same capability will apply as Mosaic expands HALO into other specialty products with their own aggregation risks.
Liam Jones, CEO of Mosaic's agency business, described the platform as infrastructure for building and scaling specialty products in ways not commonly available. "True digital trading, genuine augmentation of information, and real-time active portfolio management is the progress we've all been seeking for many years," Jones said.
Mitch Blaser, Mosaic co-founder and co-CEO, called the launch "a quantum transformation for Mosaic in capability, market reach, and opportunity, all enabled by AI." He said HALO reflects a broader strategy of using technology to augment underwriting and let teams deploy expertise more efficiently at scale.
Mosaic, which marked five years in business this February, currently operates eight specialty lines including cyber, environmental liability, political risk, political violence, financial institutions, professional liability, specialty casualty, and transactional liability. The company plans to bring additional SME specialty products to market through HALO. The Cyber Tech E&O product is currently accessible through North America wholesale broker partners.
