Naver and Nvidia Collaborate to Build Sovereign AI Systems and Expand AI Data Center Operations

Naver Cloud has taken a significant step toward AI sovereignty in Southeast Asia by partnering with Siam AI Cloud, a leading Thai artificial intelligence company. The collaboration focuses on developing a Thai-language large language model (LLM) and an AI agent specialized in Thailand’s tourism sector, a key industry in the region.

This partnership marks Naver’s first major initiative to export its sovereign AI strategy beyond South Korea. The agreement was announced during the Nvidia Cloud Partner Summit in Taiwan, where Naver Cloud and Siam AI Cloud represented their countries as exclusive partners.

Strategic Partnership Details

  • Naver Cloud will contribute its expertise in LLM development and AI operations.
  • Siam AI Cloud will provide extensive Thai-language datasets and GPU infrastructure.
  • The goal is to launch a Thai-language LLM by the end of 2025.
  • Following the model’s completion, the companies plan to introduce an AI agent focused on Thailand’s tourism industry.

Naver Cloud intends to extend this collaboration to develop AI models for other sectors, including healthcare, public services, and education. Kim Yoo-won, CEO of Naver Cloud, emphasized that the partnership is about equipping Thailand with the skills and control necessary to independently develop and manage its AI capabilities. This approach sets a blueprint for other countries aiming to build sovereign AI ecosystems.

Kim highlighted Naver Cloud’s comprehensive strengths across the AI value chain—from AI services and data management to supercomputing infrastructure, cloud platforms, and data centers—positioning the company as a provider of customized sovereign AI solutions.

High-Level Meetings on AI Strategy and Expansion

During the summit in Taiwan, Naver’s leadership, including CEO Choi Soo-yeon and Chair Lee Hae-jin, met with Nvidia CEO Jensen Huang. The discussions centered on strategies for developing sovereign AI systems and expanding large-scale AI data center operations.

Additionally, the Naver delegation engaged with Chunghwa Telecom, Taiwan’s largest telecommunications operator, to explore broader expansion strategies for the Southeast Asian market, reflecting Naver’s commitment to regional growth.

This collaborative effort signals a clear focus on building local AI capabilities while leveraging global partnerships to accelerate innovation and operational scale.

Executives and strategists interested in AI’s role in regional development and sovereign technology initiatives will find this partnership a notable example of cross-border collaboration in AI infrastructure and services.
