Deputy Minister of Digital Affairs Isabel Hou presented Taiwan's AI development experience at the APEC Digital and Artificial Intelligence Ministerial Meeting in Chengdu, China, July 23-26. The discussions covered infrastructure, talent cultivation, and open data - practical pillars that shape how IT and development teams across the region will build and deploy AI systems.
AI infrastructure and talent priorities
Hou updated counterparts from 21 APEC member economies on Taiwan's policies for developing AI infrastructure and cultivating technical talent. The joint statement issued July 23 outlined five major development goals under the meeting's theme: "Digital and AI Technologies for Empowerment of an Asia-Pacific Community."
The deputy minister stressed that coordinated work across government, industry, and academia is critical to scaling digital and AI technologies. "Coordinated effort by all parties of interest is necessary to develop digital and AI technologies," she said.
Digital trust and public-private connectivity
Hou introduced Taiwan's digital ID wallet project, calling trust the foundation of sustainable AI and digital development. She pointed to Taiwan's AI for Government approach, where policies encourage telecom companies to extend services to remote areas, as a model for public-private cooperation that improves universal digital connectivity.
Open data as a value driver
At the Data for Growth High-level Roundtable and the High-Level Forum on AI, Hou discussed the challenges of AI development and future cooperation. She noted that Taiwan has built a rich government database since launching its open data effort in 2012. The data is available to the public and enterprises at no cost, designed to create economic value and strengthen social resilience.
"As a trusted partner, Taiwan looks forward to working with fellow APEC members to promote sustainable, resilient and inclusive digital development for the region," Hou added.
