Germany Awards Telekom and SAP Contract for Sovereign AI Platform

Deutsche Telekom and SAP have won a federal tender to build a shared AI infrastructure for German public administration. The Federal Ministry for Digitalization and State Modernization selected the pair after Google and adesso withdrew their competing bids.

The platform will serve the federal government, states, and municipalities on infrastructure controlled within Germany. It marks the first time public authorities across all levels will access a common AI system rather than building separate solutions.

First Applications Target Document Processing

Initial deployments include an AI assistant called KIPITZ that will handle intelligent document processing, knowledge management, text summarization, and translation for public sector staff. The system also aims to speed up planning and approval procedures.

Telekom will operate the underlying cloud infrastructure. SAP provides the AI platform and business process capabilities through its Business AI Platform.

Part of Broader Digital Sovereignty Strategy

The contract is a building block of the "Germany Stack" - a shared technical foundation for public administration across all government levels. The goal is to replace fragmented, standalone systems with common standards and platforms.

Federal Minister Karsten Wildberger said the decision signals that Germany is accelerating automation of administrative processes. "We are implementing a strategic decision: high-performance digitalization for the federal government, states, and municipalities will run on infrastructure that we control ourselves," he said.

Telekom CEO Tim HΓΆttges framed the contract as a political commitment to digital sovereignty. "Europe has enormous catching up to do - and we will not close that gap through discussions, but through action," he said.

SAP CEO Christian Klein emphasized that digital sovereignty and AI infrastructure are inseparable. The platform will be secure, scalable, and based on common standards across all government tiers.
