Vietnam and China are embedding artificial intelligence into their national education systems through new mandatory curricula and technology integration plans, while New York City is moving in the opposite direction with a near-total ban on AI tools for students through eighth grade. Vietnam's Ministry of Education and Training announced an AI educational framework on August 21, targeting students from elementary through high school. The curriculum, encouraged by Prime Minister Le Minh Hung, covers human-centered thinking, ethics, techniques, applications, and system design. Lessons become compulsory starting academic year 2026-2027, with 12 periods allocated per year. China had 927,000 students enrolled in special education in 2025 - a 145% increase from 2012 - served by 2,464 schools and 85,100 teachers.

New York City draws a hard line on student AI use

New York City's Education Department is preparing to ban AI device use for public school students from early childhood through eighth grade. Documents obtained by Chalkbeat on September 2 cite concerns about mental health and cognitive development. The department stressed the importance of "hands-on learning, social interaction, play, and teacher-guided instruction," warning that "routine individual screen use can crowd out those experiences." Even AI applications offering psychological support will be off-limits for students.

Teachers may still use AI tools for lesson planning, translation, and drafting communications, but only with prior board approval. AI-powered grading, behavior monitoring, counseling, and special education plan development are strictly prohibited. Screen time will be capped: 30 minutes per day for elementary students and 45 minutes for middle schoolers. The final policy is expected September 9, though exemptions may apply for reading and math assessments and support for disabled students and non-English speakers.
