Vietnam's Ministry of Education and Training is building a national Artificial Intelligence Education Framework to standardize how teachers and students access AI tools for learning. The initiative, led by Minister Hoàng Minh Sơn, arrives as teacher-driven adoption of AI has already spread across the country since pandemic-era online learning pushed educators to experiment with new technologies.

Minister Sơn said teachers showed strong initiative after the initial shift to remote instruction in 2021. "Initially, teachers relied on experts for guidance, but they later learned on their own, gradually turning AI training into a broader movement," he said. The ministry has since organized nationwide training programs, including courses on using AI to prepare lessons.

A framework built on global expertise

The new AI Education Framework draws on materials and expertise from around the world, Sơn said. It addresses a central question: how students can use AI effectively while keeping that use guided and controlled. The minister framed AI literacy as non-negotiable. "Students and teachers have no choice but to learn AI. They will learn through using AI and will also learn how to use it better," he said.

The framework positions AI as a tool for deeper learning rather than a shortcut. Sơn explained that AI can help students "learn more deeply, gain a clearer understanding of issues, explore and search for information and develop their thinking skills." For educators looking to build these competencies, structured training is becoming available through resources like an AI Learning Path for Teachers that covers lesson preparation and classroom integration.

A national education platform with a virtual tutor

Beyond the framework, the ministry is developing a "smart" national education platform, with two Hanoi universities piloting the system. Unlike general-purpose AI tools, this platform will function as a knowledge repository, an online learning environment, and a virtual tutor. Sơn said the platform will teach students how to learn by offering new ways to explore problems and find solutions.

The platform will be provided free to all schools and the public. Sơn described this as "a fundamental solution to expanding equitable access to quality and effective education." He added that with such a platform available, "students could rely less on private tutors and extra classes, helping reduce the need for tutoring and out-of-school study."

For teachers, the platform will support monitoring student progress and facilitating personalized learning. Over the longer term, Sơn suggested it could reshape assessment itself - potentially contributing to an education system where students no longer need to take the national high school graduation examination. The broader shift toward AI for Education is driving similar conversations about how technology changes both teaching methods and credentialing.

Vietnam's framework signals a government-level commitment to AI literacy that will shape curriculum requirements, teacher training expectations, and classroom tools in the near term.
