Vietnam establishes VND 30 trillion AI development fund
Vietnam's Ministry of Science and Technology has drafted a decree to create a National AI Development Fund with total funding of VND 30 trillion, disbursed across multiple allocations. The government will establish the fund as a not-for-profit entity managed by the ministry.
The fund will support AI work across the entire value chain: research and development, model deployment, and commercialisation. It will also accept contributions from domestic and international organisations and individuals.
How the fund operates
The fund provides two types of financial support. Sponsorship can cover up to 70 percent of project costs, while general support reaches up to 50 percent. The Prime Minister can approve higher levels in exceptional cases.
Funded activities include:
- Access to computing infrastructure and data resources
- Testing environments and quality assurance
- Technical and legal consultancy
- Product completion and market entry
Priority areas
Sponsorship focuses on core technology research. The fund prioritises AI model development, data and language processing, training and deployment technologies, and hardware and semiconductor work.
Safety assurance and risk governance tools also receive priority support. The fund emphasises open-source solutions and shared platforms to build a domestic AI ecosystem.
Infrastructure investment
The fund will invest in shared-use AI infrastructure classified as serving the public interest. This includes computing capacity, data resources, platforms, and AI models.
These infrastructure investments operate under a flexible mechanism separate from standard public investment procedures. The government accepts defined risk levels in these activities, provided they comply with applicable regulations.
