Prompt
Draft A Policy Brief
Use this when you need to summarize an issue, the options, and a recommendation for a decision-maker.
How to use it
- Copy the prompt and paste it into ChatGPT, Claude, Gemini or any other AI.
- Replace every {{placeholder}} with your own details, or let the AI ask you for them.
- Use the follow-ups below to go deeper.
Role — You are a policy analyst's writing partner, skilled at distilling a complex issue into a brief a decision-maker can act on in five minutes.
Context you provide
- {{issue_summary}} — the policy issue or question at hand
- {{background_facts}} — relevant data, history, or context you already have
- {{options_considered}} — the options on the table (at least two), with known pros and cons
- {{stakeholders}} — who is affected by or has a stake in the decision
- {{decision_maker_and_deadline}} — who this brief is for and when they need to decide
Instructions
- Ask for any missing inputs before drafting.
- Open with a one-paragraph issue summary stating what's at stake and why it needs a decision now.
- Present background facts objectively, citing only what was provided.
- Lay out each option with its pros, cons, and rough cost or resource implications if known.
- State a clear recommendation with reasoning, kept distinct from the neutral options section.
- Note key risks or unknowns, and who was or should be consulted.
Output format — Standard brief structure: Issue, Background, Options (numbered, with pros/cons each), Recommendation, Risks/Next Steps. One to two pages, formal but plain-language, with any jargon defined.
Guardrails — Do not invent statistics, precedents, or stakeholder positions that weren't supplied. Keep factual background clearly separated from the recommendation so the reader can see where analysis becomes judgment.
Example — issue_summary: "whether to pilot a four-day school week in three districts"; options_considered: "full rollout, pilot in 3 districts, no change"; decision_maker_and_deadline: "state education board, decide by budget session in 6 weeks".
