Abu Dhabi partners with OpenAI to bring AI into government and investment
Abu Dhabi signed OpenAI deals covering government, investment and education, tied to a Dh13 billion ($3.5 billion) digital strategy. The UAE also plans to train 22,000 teachers and 20,000 government employees on AI.

Abu Dhabi has signed a set of agreements with OpenAI covering government operations, investment analysis and education, after a meeting between Sheikh Khaled bin Mohamed, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, and OpenAI chief executive Sam Altman. The deals build on the emirate's Digital Strategy 2025-2027, which commits Dh13 billion ($3.5 billion) to digital infrastructure and aims to automate all government processes.
Altman said the UAE had set a "bold, global standard" for AI adoption across the public and private sectors. "We are proud to support the UAE's ambition, anchored in a shared commitment to safety, accessibility and responsible innovation," he said.
Machine-readable regulation
The Abu Dhabi government and OpenAI will launch what they describe as the world's first AI-native Machine-Readable Government initiative. The project converts a defined set of government policies and regulations into machine-readable form, so AI systems can help officials with routine compliance assessments, including permits and certificates.
Each assessment traces back to the governing rule, and officials keep oversight and accountability for final decisions. The Department of Government Enablement - Abu Dhabi (DGE) leads and governs the programme. Its first pilot is already in production with the Abu Dhabi Agriculture and Food Safety Authority (Adafsa), focused on food imports. The system runs on OpenAI's GPT models using inference infrastructure based in the UAE.
For regulatory teams, the model is worth watching: rules stay fixed and traceable while AI handles the first pass on compliance checks. That is the same division of labour covered in AI Regulatory Compliance Courses, where staff review AI-assisted assessments rather than delegate the decision.
Investment and enterprise deals
Mubadala and Inception42 signed an agreement with OpenAI to apply advanced AI to investment analysis, opportunity identification and risk assessment. The stated goal is more informed investment decisions.
Separately, Inception42 and OpenAI signed a five-year agreement to roll out OpenAI's Frontier platform across government, enterprise and education. The two will deliver enterprise solutions for large UAE organisations, combining the Frontier platform and OpenAI's AI engineering expertise with Inception42's applied AI capabilities and consultancy-led professional services.
Training at scale
The education commitments run alongside the commercial deals. In September, the UAE Cabinet approved an AI curriculum for all public and private schools, covering technical requirements, ethical applications, and how AI data, algorithms and risks work. Sheikh Mohammed bin Rashid, Vice President, Prime Minister and Ruler of Dubai, said the UAE plans to train 22,000 teaching staff to use AI.
Earlier this month, Abu Dhabi partnered with OpenAI and Microsoft on the AiNative training programme for 20,000 government employees and the wider public. Participants get help building expertise with ChatGPT, Codex and Microsoft 365 Copilot, with function-specific certifications in areas such as coding and data to follow in later phases.
Citizens and residents can reach the programme through Tomouh, DGE's AI-driven learning app, accessible via the UAE Pass government app. The curriculum, owned by DGE and developed with OpenAI, Microsoft and MBZUAI, covers practical uses such as managing personal finances, running a small business, job hunting, studying and creating content responsibly online. It is delivered through the free version of ChatGPT.
Abu Dhabi expects the wider strategy to add more than Dh24 billion to its economy by 2027 and create over 5,000 jobs supporting Emiratisation. Public-sector AI rollouts of this kind are the focus of AI for Government Courses.
Why this matters for your team
If your organisation works with Abu Dhabi entities, expect compliance and permitting processes to move toward AI-assisted review with a human sign-off, and expect counterparties to ask whether your systems can read and respond to machine-readable rules. For finance and strategy teams, the Mubadala deal signals that AI-assisted investment analysis is now an institutional standard in the region, not an experiment. For education and HR leaders, the 22,000-teacher and 20,000-employee targets set a benchmark for how fast workforce AI training is being scaled - and a reminder that free ChatGPT access plus a structured curriculum is the baseline model being used.
