Belarus and Russia Collaborate on AI Standards Development

On 13 June, specialists from Belarus and Russia met at the Belarusian State Institute for Standardization and Certification (BelGISS) in Minsk to discuss the development of artificial intelligence (AI) standards. The consultations focused on establishing a regulatory and technical framework to support AI integration across various sectors.

Belarus Advancing AI Beyond Technical Fields

Oksana Grishkevich, head of the Technical Rate Setting and Standardization Department at Belarus’ State Standardization Committee, highlighted that Belarus prioritizes AI development in multiple areas of life, not just technical domains. The country plans to intensify efforts in AI standardization soon. Recent proposals received from the United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus have contributed to shaping interstate AI standards.

Industry-Specific Standards and Testing Grounds

Aleksandr Skuratov, Director of BelGISS, expressed appreciation for the collaborative spirit shown by all participants. Belarus has already developed several AI standards, including those for vehicle control systems. This aligns with the country’s initiative to establish a testing ground for autonomous vehicles, reflecting practical applications of AI in transportation.

Supporting Digitalization and Regulatory Frameworks

Piotr Sachek, Research Director at the UNDP Belarus Accelerator Lab, emphasized the UNDP’s strategic role in supporting national digitalization plans. The UNDP aims to assist Belarus in developing regulatory frameworks and applying AI technologies effectively. This cooperation ensures alignment with Belarus' national objectives in digital transformation.

Focus on Machine Learning and Risk Management

Sergei Garbuk, Acting Director of the All-Russian Institute for Scientific and Technical Information and Chairman of Russia’s Technical Committee on AI Standardization, noted that their focus has shifted toward machine learning methods. These are currently among the most relevant AI areas, with attention to managing risks related to algorithm accuracy and safety.

Balancing AI Benefits and Safety

The meeting underlined AI's potential benefits across the economy, manufacturing, social services, and security sectors. However, specialists stressed the need for specific approaches to address risks, especially those tied to machine learning accuracy.

Belarusian experts shared insights into regulatory challenges, including situations where AI regulations might be either too strict or too lenient. Discussions also covered the importance of ethics and safety in AI use and the need for proper training related to AI implementation.

Upcoming Roundtable on AI Standardization

The topic of AI standards development will continue at the roundtable discussion titled "AI Standardization" during the Digital Expo TIBO 2025 on 20 June. This event will provide a platform to further define and refine AI regulatory and technical standards.
