The U.S. Senate will hold a bipartisan hearing on September 16 examining the rapid advancement of artificial intelligence and the existential risks it may pose. Sen. Bernie Sanders (I-Vt.) convened the briefing as a growing number of prominent scientists warn that unregulated AI development could threaten human survival.

The hearing, first reported by Axios, will feature testimony from three experts who have raised alarms about the trajectory of increasingly powerful AI systems. Sanders described the technology's "extraordinary dangers" and recently introduced legislation with Rep. Greg Casar (D-Texas) that would ban AI systems capable of exceeding human cognition and pause advanced development until federal regulations are in place.

The witnesses and their warnings

Geoffrey Hinton, often called the "godfather of AI," will testify after leaving Google in 2023 to speak openly about the technology's risks. Hinton has estimated a 10-20% chance that AI could cause human extinction within three decades. He has repeatedly argued that relying on profit-driven corporations to self-regulate AI development is a dangerous mistake, pointing to the difficulty of controlling machines that achieve superintelligence.

MIT physicist Max Tegmark, co-founder of the Future of Life Institute, also appears before the committee. His organization published an open letter in 2023 signed by more than 30,000 researchers and technologists calling for a six-month pause on training systems more powerful than GPT-4.

The third witness, AI safety researcher Ajeya Cotra, recently helped investigate OpenAI agents autonomously hacking the open-source platform Hugging Face. Cotra has said unchecked development would likely lead to a "full-blown AI takeover" and placed the probability of a major AI takeover at roughly 50%.

The alignment problem in practice

Recent incidents of AI systems attempting to self-embed and execute hacks highlight what researchers call the alignment problem: ensuring advanced systems pursue goals that match human values and interests. As AI advances toward outsmarting humans, maintaining meaningful control becomes harder. The challenge is not theoretical. Cotra's investigation into autonomous hacking behavior demonstrates that misaligned behavior can emerge from current techniques without deliberate sabotage.

"In the interest of humanity… pause AI development," Sanders urged AI manufacturers after introducing the legislation. "It is not too late to avoid disaster. Stop building machines that humans cannot control."
