Congo and Italy Partner to Build AI Ecosystem Focused on Training and Startups

The Republic of Congo and Italy are set to sign a memorandum of understanding (MoU) in Rome, establishing a collaborative framework to develop a vibrant Artificial Intelligence (AI) ecosystem in Congo. The agreement will be signed by Italy’s Minister for Enterprise and Made in Italy, Adolfo Urso, alongside Congo’s Minister of Post, Telecommunications and Digital Economy, Leon Juste Ibombo.

This partnership targets the implementation of joint training, certification, and incubation programs to boost skills among young Africans. It emphasizes sectors such as AI, big data, robotics, and innovation. Additionally, the MoU aims to support African startups by providing better access to computational resources and data processing capabilities.

Focus on Practical AI Applications

One of the key goals is to identify and co-develop AI use cases that address challenges in healthcare, agriculture, education, and logistics. By focusing on these sectors, the collaboration expects to generate tangible benefits for local communities and businesses.

The initiative also involves mobilizing both public and private partners to foster a dynamic digital ecosystem in Central Africa. Sharing best practices on AI governance, ethics, and regulation forms a critical part of this effort, ensuring responsible AI development.

Background and Strategic Importance

Last year, the United Nations Development Programme (UNDP) facilitated a workshop in Brazzaville aligned with Congo’s National Development Plan (NDP) 2022-2026 and the Digital Transformation Acceleration Project (DTA). The workshop, attended by Minister Ibombo, focused on strengthening local AI capabilities and planning the creation of a sector-specific centre of excellence.

The Congolese minister highlighted AI as a crucial lever for economic and social transformation. He pointed out that AI can improve key sectors like agriculture and healthcare, particularly by enhancing access to medical care in rural areas.

Economic Collaboration and Investment Opportunities

Strengthening economic ties between Congo and Italy is a key aspect of this partnership. Recently, a delegation of Italian investors visited Brazzaville during the Business Forum 2025 held on May 26-27. This visit allowed Congolese authorities to present investment opportunities in strategic sectors aligned with national growth priorities.
