Flock Safety offered voluntary buyouts to its 1,500-person workforce on Friday, describing the severance packages as the "most generous" it has ever provided. The move gives employees an exit path amid a widening backlash over the company's license plate recognition technology - and lets Flock shrink its headcount without an involuntary layoff round it would "almost certainly" need otherwise, according to a Wired report.

Flock expects a significant share of its workforce to express interest in the packages and said it will grant them to a majority of those who apply. CEO Garrett Langley recently told the All-In podcast that the "biggest damage" caused by the backlash has been to "internal morale."

The reputational damage has been sharp and measurable. In August, The Washington Post documented 46 cases where police officers allegedly misused Flock's technology - including instances of officers stalking wives, girlfriends, or exes. Florida and Texas both said they will stop using the startup's technology. An anti-surveillance advocacy group identified 90 cities that dropped Flock in August alone, a fourfold increase from the prior month.
