Gates calls for global plan to manage AI transition

Bill Gates is warning that the world is not prepared for the upheaval AI will bring. In a lengthy essay, the Microsoft co-founder and philanthropist argues that AI will reshape employment, security, and daily life faster than any previous technology - and that governments, businesses, and communities are not treating the transition with the urgency it demands.

"Even under the best circumstances, the transition to this new AI era will be one of the most turbulent times in human history," Gates wrote. He frames the challenge as a fork in the road: AI will either become the "greatest equalizer ever invented" or "the worst source of injustice." Which of those paths - if either - the world lands on will depend on decisions made now, before the disruption arrives at scale.

Gates identifies three main risks. First, workplaces will be hit hard and fast. Jobs in sales, software engineering, paralegal work, and customer support will be among the earliest affected, he said, but the disruption won't stay contained to those fields. Unlike previous workplace transitions, which unfolded over generations and created new jobs requiring human cognition, AI can substitute for human thinking itself.

Second, AI will make it easier and cheaper for bad actors to commit fraud, launch cyberattacks, and even design bioweapons. "The same AI model that can find a flaw in software so a company can fix it can also help a criminal exploit it," he said, citing hospitals, financial systems, and power grids as vulnerable infrastructure. And the risks of AI becoming dangerous are not limited to human misuse; AI systems may act against human interests in ways their designers didn't intend.

Third, AI can harm psychological development, particularly for young people. Gates points to research noting that heavy and emotionally personal use of AI companions correlates with poorer feelings. "An AI companion designed to never upset you is a big, protected greenhouse," he said. He also cited signs that heavier AI use is tied to less critical thinking, a concern amid deepfakes and tailored misinformation.

The upside, Gates argues, is considerable - and it depends on active management without which it won't happen. AI can accelerate scientific research, spot heart attacks in hospitals without on-site specialists, and bring the same "best-advice" to small farmers. The Gates Foundation plans to use AI to cut child deaths in half again, as it did from 2000 and 2024. "I will write much more about these efforts next month in the foundation's annual Goalkeepers report," said Gates.

A call for a framework and a tax

Instead of expecting tech companies to steward AI's societal impacts in their own, he calls for public mechanisms. Gates proposes, first, building a domestic framework - national bodies that set priorities across agencies - and an parallel institution for AI's cross-border risks, modeled in part on international aviation and ozone-protection agreements. "We do not have the luxury of, moving slowly," he says.

Gates also proposes "Human Reserved" - a domain of strategic locations reserved for people, based on factors other than economic efficiency. In health care and education, a human could still deliver the final word; the line would vary by country. "You can't tell a 55-year-old who has worked in construction their whole career that they need to go work at an elder care facility and expect them to find it fulfilling," he said.

Third, he advocates taxing AI tokens and robots to slow the shift and raise money for retraining. "The tax system nudges you toward replacing people with machines," he wrote. "A tax would slow the rush away from human labor a little and raise money for retraining and a stronger safety net." He suggested that the tax must be targeted to avoid slowing beneficial uses of AI in medicine and education.

"If someone had a credible plan for slowing down AI advances globally, I would likely support it," he wrote. "However, I don't think that's going to market." Forces at the political and economic level are pushing too hard for speed.
