Ghana’s AI-Centric Digital Transformation Strategy Takes Shape

Ghana has made a decisive step to lead Africa in technology innovation by launching a National Digital Transformation and Emerging Technology Strategy centered on artificial intelligence (AI). Announced by Hon. Samuel Nartey George, Minister for Communication, Digital Technology and Innovation, the strategy focuses on ethical AI deployment, protecting digital sovereignty, modernizing laws, and equipping the youth with essential digital skills.

Ethical AI and Governance at the Core

The Ministry emphasizes establishing a governance framework that supports the responsible and inclusive use of AI. This includes evaluating AI’s opportunities and risks, such as security concerns and resource requirements, to ensure that the technology benefits the nation as a whole.

Hon. Samuel Nartey George stated: “The Ministry has prioritized dialogue on Artificial Intelligence to fully assess its opportunities, security implications and resource demands and ensure we put the appropriate governance framework in place for an ethical, inclusive and beneficial development and adoption of AI.”

Building AI Solutions Rooted in Local Data

A major focus is on digitizing Ghana’s essential data sets to create AI systems that reflect local culture and priorities. This approach counters the limitations of relying on foreign data, which can miss indigenous knowledge and reinforce biases that don’t align with Ghana’s needs.

The Minister explained: “By anchoring AI development in our data, we are safeguarding digital sovereignty and building truly Ghanaian technologies in design and purpose.”

To accelerate progress, Ghana has partnered with organizations including the British High Commission and UNESCO to develop its National Artificial Intelligence Strategy and blueprint. Alongside this, the government is reviewing and updating existing laws to create a modern regulatory environment that encourages innovation, investment, and protects consumers.

This legislative overhaul is part of a wider digital transformation agenda that aims to align regulations with current realities and future technology trends.
