IMF warns AI-powered cyber attacks could trigger global financial crisis
The International Monetary Fund said artificial intelligence-driven cyber attacks pose a systemic threat to financial stability, with the potential to disrupt payments, trigger insolvencies, and strain liquidity across institutions worldwide.
The warning centers on Anthropic's Mythos model, released this year, which can identify software vulnerabilities at scale-even when used by non-experts. The Bank of England governor Andrew Bailey said in April the model might "crack the whole cyber risk world open."
Financial institutions face particular exposure because they share cloud infrastructure with energy, telecommunications, and public sector organizations. A single vulnerability exploited through Mythos could ripple across multiple industries and borders simultaneously.
Uneven global exposure
Emerging economies face disproportionate risk from attacks that could topple international services, the IMF said. The fund called for international collaboration and stronger regulation, noting that "cyber risk does not respect borders."
Anthropic created Project Glasswing to restrict Mythos access to 40 organizations deemed critical to protect-including Nvidia, Apple, Amazon Web Services, and Microsoft. The company also provided access to British banks at the end of April, prompting financial regulators to assess the risks.
Defense requires immediate action
Britain's AI Security Institute published an independent report on Mythos in April, confirming it is a powerful tool for identifying cyber vulnerabilities. The institute warned the bigger concern is that "more models with these capabilities will be developed."
The IMF outlined specific steps for financial institutions: integration of AI tools for vulnerability detection, strong governance and human oversight, business continuity planning, disaster recovery programs, and cyber hygiene practices.
Without these defenses in place, institutions risk "sleepwalking into deeper vulnerabilities," according to experts in cyber resilience. Attackers already use AI to accelerate threats at scale, making it essential for defenses to evolve with equal speed.
