Karnataka Chief Minister D K Shivakumar on Friday launched KEO, a compact AI-ready desktop computer built on open-source RISC-V architecture, with plans to deploy the devices across all government schools in the state. The first batch of 5,000 devices is already manufactured, and 1,000 will go to government schools initially, with a rollout covering all 239 talukas and 31 districts in Phase 1.
KEO - which stands for Knowledge-driven, Economical and Open-source - was developed by the Department of Electronics, IT and Biotechnology, KEONICS, semiconductor partners, and AI-focused system integrators. Unlike standard PCs that depend on cloud connectivity for AI features, KEO includes a dedicated on-device AI accelerator, allowing AI applications to run locally. That makes it practical for schools and communities where internet access is unreliable.
What the government is promising
Speaking at the launch, Shivakumar framed the device as a tool for equalizing opportunity rather than just a piece of hardware. "We don't just launch a device. We launch a dream - the dream that every child in Karnataka, from rural villages to city centres, can learn, build and shape the future of artificial intelligence," he said.
He rejected any suggestion that the school deployment is experimental. "This is not a pilot. This is a commitment. This is a promise," Shivakumar said, adding that a child's access to technology should not depend on geography. The devices are intended to help students learn coding, AI, machine learning, and electronics, while giving teachers access to AI-based interactive tools.
The government also sees KEO as a way to build a technology talent pool across the state rather than letting opportunities concentrate in Bengaluru. Shivakumar called on industry partners and CSR organizations to support expanding the program to every government school.
How the rollout works
Two memorandums of understanding were signed at the launch. The Shikshana Foundation will work with the Karnataka Residential Educational Institutions Society (KREIS) and with RSA to support deployment in schools and community settings. Under the Phase 1 rollout, 2,222 KEO computers will be placed across Karnataka, with the state planning to expand into businesses, households, and citizen-facing environments in coming months.
IT-BT Minister Priyank Kharge described the device as an inclusion tool rather than a premium product. "KEO is Karnataka's practical answer to the digital divide. It reflects the state's commitment to inclusive innovation and accessible computing. It is not a luxury device, but an inclusion device. Affordable mass computing will allow every student, every small business and every household to participate fully in the digital economy," he said.
For educators, the KEO rollout points to a shift in how AI skills could reach classrooms beyond major cities. Teachers in government schools will get hardware capable of running AI tools offline, which removes a common barrier in rural areas. If the state follows through on its stated commitment to equip every government school, this could become one of the larger public-sector AI education deployments in the country.
