Maryland launched a free AI platform Thursday that gives developers and entrepreneurs instant access to neighborhood data, zoning codes, and a database of 2,600 funding programs. The tool, built with Anthropic, removes the upfront feasibility costs that often kill small-scale projects before they start.
Governor Wes Moore announced the expanded Maryland Community Compass - formerly the Maryland Community Business Compass - at a launch event. Users can look up a single parcel and immediately understand what can be built there, drawing on place-based incentives, millions of property records, and statewide zoning codes.
"We are putting free, easy-to-use data inside of the hands of our people," Moore said. "Insights that identify opportunities on where to invest, where to grow, and how to move fast in order to make that progress actually take place in the communities that are ready for it now and have been ready for it, oftentimes not just for years, but for generations."
What the platform does
The tool targets a specific friction point: small developers and entrepreneurs who lack the capital to run feasibility studies across multiple sites. Anthropic's Economic and Mobility Lead Shad Ahmed framed the impact directly. "The childcare operator who could only afford to study one location can now compare five and pick the neighborhood with the most unmet demand," Ahmed said. "The small developer who passed on a lot because feasibility costs were too much can now find out in a day whether that site might work."
Maryland Department of Housing and Community Development Secretary Jake Day pointed to the platform's ability to surface state assistance programs like the Community Legacy Program and the Baltimore Vacants Reinvestment Initiative. "It provides greater certainty and confidence and clarity on how to get to the end state that you want," Day said. "That looks like affordable housing developer who can spend less time trying to identify eligible parcels and zones and districts and layers, and more time building the housing."
The Moore administration reports the platform, even before this expansion, served over 15,000 active users and helped guide nearly $14 million in state funding to high-need areas.
Maryland's broader AI push
The launch follows Moore's creation of an AI Innovation Lab that lets state agencies test AI solutions in a controlled sandbox environment. The governor has been working to diversify Maryland's economy beyond its traditional "eds, meds, and feds" base. Less than a month ago, AI platform company Cloudforce announced a headquarters expansion in Prince George's County, adding more than 130 employees and 250 new jobs over five years.
This push comes with complications. Data centers powering AI platforms have driven regional energy capacity auction prices up over 500% in recent years. Moore joined other governors in successfully calling on grid operator PJM to cap those auction prices, but he has stopped short of a statewide data center moratorium, even as several Maryland jurisdictions implement their own. "We have to make sure that if any project is going to get approved, that they need to be able to bring their own energy and pay for all their own improvements - that taxpayers are not and will not pay for that," Moore said in early August.
