Microsoft is facing questions from its own employees over the environmental and community impact of the data centres underpinning its AI expansion, as the technology industry confronts growing resistance to energy-intensive infrastructure. An internal message from development chief Noelle Walsh acknowledged that AI growth was making Microsoft's emissions commitments harder to meet, while outlining efforts around renewable power, water efficiency and hardware reuse.
Employees push for transparency on AI infrastructure
Microsoft employees have sought greater clarity on the energy consumption, water requirements, emissions and local impact of the company's expanding data centre network, according to an internal communication reviewed by Bloomberg. Walsh acknowledged the challenges created by the rapid construction of AI infrastructure and stressed the need for greater transparency and attention to the impact of new facilities on surrounding communities.
The concerns inside Microsoft reflect a debate that extends well beyond the company. Opposition to data centre construction has intensified in communities where "a large" share of new projects are proposed. Any projects considered must be seen in context.
"We need to be transparent about the trade-offs and make sure we're listening to the communities where we build," Walsh said, according to the internal communication.
Community opposition delays projects worldwide
At least 75 projects worth about USD 130 billion were blocked or delayed by local resistance during the first three months of 2026, according to research group Data Center Watch. Concerns range from electricity and water consumption to emissions and the broader implications of AI for employment and communities.
The pressure comes as technology companies commit substantial capital to computing infrastructure required to train and operate increasingly powerful AI systems. Microsoft has said its carbon emissions increased 25 per cent in 2025, driven partly by the construction of power-intensive data centres.
The expansion has complicated the company's earlier environmental pledges as demand for AI computing capacity accelerates. Microsoft has also reconsidered elements of its sustainability approach, including new carbon-banking agreements and its ambition to match its energy consumption with renewable sources.
Microsoft's mitigation efforts and community costs
Microsoft says its data centres have recorded an almost 90 per cent improvement in water-use effectiveness compared with its first generation of facilities. The company also has agreements covering up to 40 gigawatts of additional renewable power globally.
More than 90 per cent of hardware decommissioned from Microsoft data centres is reused or recycled, according to the internal communication. The company said earlier this year that it would stop seeking property tax incentives from communities hosting its data centres and would cover its energy requirements to prevent additional costs being passed on to residents.

Data privacy and energy intensity are becoming part of the vendor vetting process for companies using Microsoft infrastructure for AI workloads.
