Morocco Charts a Bold Course for Ethical and Sustainable AI Development

Morocco Takes a Strategic Leap into Artificial Intelligence

Morocco marked a significant milestone by hosting its first National AI Conference in Rabat. Over two days, more than 2,000 participants, including national and international experts, convened at Mohammed VI Polytechnic University (UM6P). The goal was clear: to use artificial intelligence as a tool for ethical, sovereign, and sustainable development tailored to Morocco’s national priorities.

This event highlights Morocco’s ambition to become a key regional player in AI innovation and governance.

A Platform for AI Dialogue and Innovation

Organized by the Ministry of Digital Transition and Administrative Reform, the conference took place at UM6P—a hub symbolizing Morocco’s technological progress. The program included plenary sessions, thematic panels, sector-specific workshops, and live demonstrations of AI projects. These activities illustrated a growing AI ecosystem focused on practical and ethical applications.

Moroccan Prime Minister Aziz Akhannouch opened the conference with a video message emphasizing the need to make AI a lever for sustainable human development. He urged the development of a national AI strategy grounded in ethics, technological sovereignty, and social impact.

Policy Focus: Ethics and Sovereignty

Amal El Fallah Seghrouchni, Minister Delegate for the Digital Transition, stressed the urgency of adopting a comprehensive vision for AI. She noted that AI is no longer futuristic—it is reshaping public services and the relationship between the state and citizens right now.

Moroccan authorities are aware of the risks linked to AI, such as algorithmic bias, lack of transparency, skill gaps in public administration, and governance challenges. To address these, a draft legislative framework is under preparation. It will include:

  • Right to explanation
  • Traceability of algorithmic decisions
  • Primacy of human conscience

This framework aims to ensure AI development aligns with ethical and transparent standards, protecting citizens and supporting sustainable growth.

Global South’s Voice in AI Governance

UM6P President Hicham Habti highlighted the importance of inclusive AI governance. He argued that countries in the Global South should contribute actively to shaping AI standards rather than just adopting technologies developed elsewhere. Morocco aims to bring scientific rigor, interdisciplinarity, and fairness to the global AI conversation.

As geopolitical shifts continue to influence technology, Morocco positions AI as a strategic tool to foster sustainable development while engaging in international collaboration.

This conference sends a clear message: artificial intelligence is now a core element of Moroccan public policy and national development strategies.
