NSF establishes operations center to expand national AI research access beyond pilot phase

The U.S. National Science Foundation is establishing a new operations center to serve as the backbone of the National Artificial Intelligence Research Resource, a public-private effort that has already supported more than 800 research projects since its pilot launch in January 2024. The move signals NSF's intent to convert temporary pilot programs into permanent national infrastructure - a transition that will require coordinating computing power, datasets, models, and training across dozens of partner institutions.

The NSF National Artificial Intelligence Research Resource Operations Center (NAIRR-OC) will manage the national NAIRR portal, integrate resources from participating providers, and deliver training and user support, according to an NSF press release. The center will also collect feedback from the research community to guide improvements and lead the shift from pilot-phase functions to long-term national infrastructure.

Who will run the operations center

The San Diego Supercomputer Center at the University of California San Diego will lead NAIRR-OC, working alongside the Texas Advanced Computing Center at The University of Texas at Austin. Both institutions bring extensive experience operating national-scale research infrastructure. UC San Diego already leads the NSF-supported National Data Platform and National Research Platform. UT Austin will lead the forthcoming NSF Leadership-Class Computing Facility.

"The NAIRR-OC is an important step toward making advanced AI resources genuinely usable by researchers, educators and students across the country," said Frank WΓΌrthwein, SDSC director and NAIRR-OC principal investigator and director. "By expanding access, we can enable ambitious ideas and discoveries that might otherwise remain out of reach."

Connecting regional hubs, data systems, and scientific datasets

NAIRR-OC will coordinate with projects funded through three related NSF programs. The State and Regional AI Infrastructure Hubs program expands regional computing access and builds workforce capacity. The Integrated Data Systems and Services program supports national-scale data infrastructure for AI for Science & Research. The Unlocking Dataset Value for AI-Enabled Scientific Discovery initiative focuses on making existing scientific datasets more useful for AI research.

NSF said connecting those regional resources, national data systems, and scientific datasets with NAIRR capabilities will help build a broader national ecosystem for AI-enabled scientific discovery. More than 25 private-sector partners have participated in the pilot so far, and the operations center will continue that public-private partnership model.

From pilot to permanent status

The pilot program has supported thousands of innovators and students nationwide since January 2024. However, it still lacks permanent statutory status. Earlier this year, a bipartisan group of senators reintroduced legislation to formally establish NAIRR as the pilot entered its second year. NSF said NAIRR-OC "will build on this progress by transforming successful elements of the pilot into a sustained national capability."

The center must coordinate resource providers with different systems, integrate AI for Operations workflows across federal and private-sector partners, and maintain service continuity while transitioning from pilot to permanent status.
