OpenAI switched on ChatGPT Ads in India on 27 August, opening its largest AI market to paid placement as the company tests whether conversational intent can become a scalable advertising proposition. The launch comes less than seven months after US testing began and as the business has crossed a $1 billion annualised revenue run rate in under 200 days, with tens of thousands of advertisers now on the platform.

Ads are live for logged-in adults on the Free and Go tiers, while Plus, Pro, Business, Enterprise and Education users remain ad-free. More than 50 brands went live at launch through agency partners WPP and Omnicom. OpenAI said in February that India had crossed 100 million weekly ChatGPT users, with weekly usage doubling year-on-year.

Around intent, not impressions

Dave Dugan, OpenAI's VP and Head of Global Ads Solutions, said the pitch to advertisers is about catching decisions as they form. "India is one of the most dynamic markets in the world for how people use ChatGPT to learn, build, and discover. Our weekly active users have doubled year-on-year, with many of them going beyond simple searches and changing how they make decisions," he said.

The model keeps ads visually and functionally separate from ChatGPT's own answers. Ads sit below responses, are clearly labelled, and, as per OpenAI, do not influence what the model says. Advertisers get no access to chat history, memories or personal data. OpenAI has said its earlier pilot phases showed no measurable hit to consumer trust metrics and low ad-dismissal rates, though India now tests that claim at a materially larger scale.

The scale of 100 million weekly ChatGPT users gives OpenAI a sizeable advertising pool, particularly across Free and Go users, while giving brands access to an environment where consumers are already using AI to research products, compare options and make decisions.

Shift from keywords to conversations

For the advertising industry, the more consequential change is not the addition of another ad platform. It is the nature of intent that ChatGPT can capture. A conventional search query may contain a few keywords. A ChatGPT interaction can contain a consumer's problem, preferences, budget, constraints and follow-up questions in one conversation. OpenAI's advertising system is built around that context, where ads appear separately from the answer and are matched to the relevance of the conversation rather than influencing the answer itself.

For brands, paid visibility is only one part of the emerging AI search equation. Ratnesh Pandey, CMO and Vice President, Marketing at Schneider Electric India, framed it as unavoidable and argues that marketers also need to ensure their brands are visible when AI systems generate answers organically. "We are working aggressively towards it. We are trying to see how we can be a part of daily conversational search. If you Google something, the first thing you get these days is an AI Overview, and later you get the SEO results. So, in a way, SEO results are also somehow becoming redundant."

He said the existing domain authority and third-party coverage are already getting the brand surfaced inside AI answers, calling it "the next challenge for every marketer." That distinction matters. A brand can buy an ad slot on ChatGPT, but it cannot buy its way into the model's organic answer. Authority, structured content and third-party references are becoming as central to marketing as media spend. The launch lands inside a market already reweighting toward digital and toward AI-driven formats specifically. WPP Media's This Year Next Year India forecast projects overall ad revenue growing 9.7 per cent in 2026 to Rs 2,01,891 crore, with digital accounting for 68.1 per cent of total spend. Within that, WPP Media forecasts intelligence-driven formats - AI-powered search, voice and agentic discovery - growing eight per cent this year, the category ChatGPT Ads now competes in.

Measurement is the open question

OpenAI has introduced CPC buying alongside CPM, and has developed its Pixel and Conversions API for conversion measurement. The company says CPC and outcome-optimised bidding now account for the majority of campaigns globally.

The rapid growth of AI advertising also brings a familiar digital advertising problem into a new environment. Independent verification is the piece still catching up. DoubleVerify CEO Mark Zagorski said the speed of OpenAI's scale-up raises the stakes. "Scale also fuels obligation. As advertiser support and investment continues to grow on OpenAI, we anticipate an essential role for trusted, independent measurement," he said.

Unlike a webpage or feed, a conversational ad sits inside a closed product, and advertisers have limited independent visibility into delivery and outcomes. OpenAI says it is closing this gap with new conversion and campaign-outcome tools as self-serve buying scales. The challenge is particularly relevant because conversational AI is a relatively closed environment. Advertisers need to understand not only whether an ad was served or clicked, but whether a conversation contributed to a purchase, lead or other commercial outcome.

Adtech builds around the new channel

Agentic marketing platform ReBid has added ChatGPT Ads activation and analytics to its marketing platform, bringing campaign activation, management, analytics and insights for ChatGPT alongside channels including Google, Meta, LinkedIn, X, Snapchat and DV360. Rajiv Dingra, Founder and CEO of ReBid, said the goal is treating AI channels with the same rigour as any other. "AI is fundamentally changing how consumers discover information, evaluate brands and make decisions. Advertising within AI-powered environments will become an important part of the marketing mix," he said.

The emergence of activation and measurement platforms around ChatGPT suggests that AI advertising is already beginning to develop beyond individual ad placements into a broader media ecosystem. OpenAI says its next phase will introduce more markets, formats, objectives, buying options and measurement capabilities.

ChatGPT Ads is not simply another media channel to add to the plan. It represents a structural shift in how intent is captured - from keyword-matching to conversation-matching. For marketers, the immediate task is testing paid placements to understand performance and cost. The longer-term task, and the harder one, is ensuring the brand appears in the model's organic answers, which requires domain authority, structured content and third-party references that no ad budget can buy.
