Defense AI Startup Rilian Raises $17.5 Million to Speed Up Cyber Operations

Rilian, an AI systems integrator for cybersecurity and defense, closed a $17.5 million seed funding round led by 8VC, First In, and Tamarack Global. The company plans to expand operations across the U.S., Gulf Cooperation Council countries, and allied nations while building out its core platform and engineering team.

The startup's main product, Caspian, is an AI-native orchestration platform designed to integrate disparate security tools into a single command layer. The system deploys autonomous AI agents that handle routine detection and response tasks, freeing analysts to focus on higher-level work.

The Problem Rilian Targets

Operations teams at government agencies and critical infrastructure sites face a specific constraint: they have access to advanced security technology, but lack the skilled staff to deploy and operate it at scale. New capabilities often take years to move from development to operational use, particularly in allied nations and conflict zones.

Recent conflicts illustrate why speed matters. In hybrid warfare scenarios, adversaries equipped with AI-enabled systems operate at machine speed while defenders rely on manual processes. This creates a decisive disadvantage in detecting and responding to coordinated attacks across cyber, electromagnetic, and physical domains.

Caspian addresses this by automating security stack integration, threat detection, and response across air-gapped networks, sovereign cloud environments, and compliance-restricted systems. Pre-trained agents learn from each deployment and capture institutional knowledge, reducing onboarding time for new staff.

Early Traction in Government and Critical Infrastructure

In July 2025, Rilian signed a contract with the UAE Cybersecurity Council to secure the country's critical infrastructure. The UAE's National Security Operations Center is deploying Caspian to integrate and automate cybersecurity solutions across operational technology environments, with custom AI agents trained to assess and respond to threats autonomously at the national level.

Rilian has also formed partnerships with SentinelOne, Censys, and SimSpace to integrate their technologies into the platform.

Market Drivers

Global cybersecurity spending recently surpassed $200 billion annually, according to Gartner. Government and public-sector cybersecurity spending alone is projected to grow from $45-50 billion in 2025 to more than $70 billion by 2030 as the U.S., NATO allies, and partner nations harden critical infrastructure and adopt zero-trust architectures.

For security operations centers, the practical implication is straightforward: AI agents can handle the volume and speed of threat detection that human analysts cannot match alone. This doesn't replace analysts-it amplifies their capacity by automating routine detection, threat hunting, and response workflows.
