NORTH CHARLESTON, S.C. - Teachers who spent the past two years policing ChatGPT use are now being asked to teach it. In Charleston County, South Carolina, the state's second-largest school district is rolling out formal AI literacy training for its 50,000 students and staff this fall, part of a broader shift in U.S. public schools from banning chatbots to bringing them into the classroom.
The push comes as studies show most teenagers and teachers are already using AI for schoolwork - but teaching themselves, with little formal instruction on how the tools work or where they fail. Thirty-seven states have published official AI guidance for schools. South Carolina has not, so Charleston County built its own approach with help from AI For Education, a nonprofit that has drafted policies for Chicago Public Schools, Houston, and dozens of other districts.
Why the map demo matters
At a summer training session in a North Charleston high school auditorium, instructors showed teachers what happens when you ask an AI tool to "create a map of the world." The result drew gasps and laughter: Mali spelled "Mail," Egypt labeled "Sopth," and in place of Libya, simply the word "Africa."
"If you ever want kids not to over trust these tools, try the map demo," said Amanda Bickerstaff, founder and CEO of AI For Education.
The exercise is designed to make a point about generative AI's tendency to "hallucinate," or fabricate information with unflinching authority. The district's student course walks through scenarios like asking a chatbot for help with a research paper, showing that it may invent studies and sources. "Always verify any factual information you get from GenAI, especially for your classwork," the course advises.
Building an AI policy from scratch
Charleston County spent a year on what Lucas Clamp, the deputy superintendent, called "a huge endeavor." The district developed its AI policy with input from teachers, students, and parents. Student focus groups revealed that AI use was widespread but unguided - kids wanted clear rules and instruction.
"We're all trying to figure this out right now: What's the right balance so we don't scare students away from AI but don't encourage them to run to it," said Ray Knauer, a high school teacher who attended the training. He plans to show examples of AI bias and hallucinations in his AP Research class. "We have to teach students: You can't just get an answer and move on. You have to use analytical skills and dig deeper."
Schools are eager to avoid the mistakes made with social media, where students were left to explore without learning about addictive algorithms and comparison culture - dynamics linked to a youth mental health crisis. The training also covers data privacy, warning students that AI conversations can be stored, used for training, and potentially leaked.

Utah's top-down approach
Utah took a different path. In 2024, the state board of education named Matt Winters its AI education specialist - the first full-time position of its kind in the country. Over the past year, Winters led training for more than 7,000 teachers, nearly a third of Utah's public school instructors. State law requires all districts to have AI policies in place by July 2027.
"There is a clear method from the top in Utah," said Chris Agnew, director of the Generative AI for Education Hub at Stanford University. "When you're tackling big change, it's easier to have coherence if everyone is singing from the same hymn book."
Utah has also negotiated data privacy agreements and discounted prices for AI tools, giving rural and under-resourced districts access they couldn't get on their own. Maine, West Virginia, and Georgia have since created similar positions.
Winters cautions against blanket bans. "AI literacy is much larger than saying: 'Don't use AI.' It's about how we can prepare kids for the future."
That means changing adult mindsets, too. "I think teachers need to change their mentality about students using AI to cheat," said Kristina Yamada, the state board's digital technology specialist. There has always been cheating, she said. The job now is convincing students they can't rely on AI for all the answers.
For younger kids, Yamada said, it starts with conversations like, "People can lie. A program can lie. A robot can lie." For older students: "Sure, you can use ChatGPT to write computer code. But when the program stops working, you need to be able to fix it."
Why this matters for educators
The gap between how students use AI and how schools teach it is the core problem. Most districts are still in the patchwork phase, with no state guidance and uneven training budgets. The Charleston and Utah models both start from the same premise: AI literacy is not prompt engineering. It's knowing when the tool is wrong, when to question it, and when not to use it at all. As Rebecca Winthrop, director of the Center for Universal Education at the Brookings Institution, put it: "Good AI literacy includes knowing when not to use it." For teachers, that means the lesson plan isn't just about the technology - it's about building the analytical habits students will need to check it.
