US staffing hours rose 7% year over year through early September, driven by a 12% surge in industrial placements tied to manufacturing and data center construction. The shift arrives as more than six in 10 employers project revenue growth by 2027 but only half plan to add permanent headcount - a gap that contingent labor is positioned to fill.

Where the hours are growing - and where they aren't

The SIA | Bullhorn Staffing Indicator for the week ended September 5 put the overall index at 103. Industrial staffing led with the 12% year-over-year gain. Professional staffing rose 6%, IT gained 3%, and office/clerical dropped 7%. Globally, agency job postings climbed 5% year over year in Q3, though North America added only 2% while Europe grew 9%.

Hours worked by US agency workers rose 5.1% in Q2. But SIA cautions that posting volume does not fix skill mismatch. Communication skills rank as the hardest to source in every region. More postings from clients who still cannot fill roles signal a positioning opportunity for firms that can actually deliver qualified candidates.

Three firms move to own more of the stack

VeriWorks acquired skilled-trades platform LaborWorx on September 10. The 15-year-old company brings proprietary workforce recommendation technology and a Fortune 500 client base spanning energy, food and beverage manufacturing, and data center construction. LaborWorx will operate as a standalone brand within VeriWorks.

Harver absorbed Symphony Talent, combining predictive talent assessment and reference checking - applied across more than 65 million candidates - with five decades of recruitment marketing and employer branding experience. The combined firm now serves over 1,500 clients globally, offering one connected platform spanning workforce planning, employer brand, assessment, fraud detection, and skills matching.

ALKU launched ALKU Intelligence on September 14, a dedicated AI, data engineering, and advanced analytics division. Built on its acquisition of rockITdata, the unit uses a managed delivery model with dedicated teams and proprietary accelerators, targeting enterprise-grade AI deployments in under 90 days. It marks one of the clearest signals yet that a specialized firm expects AI revenue to come from solutions delivery rather than talent supply alone.

What employers want is shifting

Fewer than half of employers believe current education is preparing workers for AI-reshaped jobs. Battelle CEO Lou Von Thaer described the change as a move from measuring workforce readiness by what people know to what people can do. Critical thinking, communication, and adaptability are gaining weight, while credentials are losing it. HR teams still screening primarily by degree and job title may need to rethink their criteria.

The American Staffing Association's long-range projections through 2034 show where demand is heading. Engineering, IT, and scientific staffing is projected to grow 8.5%. Healthcare staffing matches that figure. Professional and managerial staffing comes in at 3.1%. Office and clerical staffing is projected to decline 3.9%, and industrial staffing growth is pegged at 3.1%, trailing broader sector growth.

Why this matters for HR professionals

The firms best positioned eight years from now are already shifting capacity toward engineering, IT, scientific, and healthcare staffing. For HR leaders, the data points to two immediate actions: reexamine screening criteria that over-index on education and past titles, and build contingent workforce pipelines now for the sectors where permanent headcount won't keep pace with revenue targets. The employers projecting growth without adding staff will need flexible talent - and the agencies that supply it are consolidating fast.
