GFEAI 2025 Wraps Up: Thailand Advances Human-Centric AI and Ethics Leadership

The 3rd UNESCO Global Forum on the Ethics of Artificial Intelligence (GFEAI 2025) was held in Bangkok from June 24–27, drawing over 1,000 participants from more than 100 countries. The event focused on responsible, inclusive AI development that centers on human well-being.

Prime Minister Paetongtarn Shinawatra opened the forum with a clear vision of “AI for Every Human.” The goal is practical: using AI to improve sectors like agriculture, healthcare, and education, while also tackling digital risks through literacy and protection initiatives. The government announced a major investment of USD 15.4 billion aimed at generating THB 4 billion in economic value by 2027.

Introducing the AI Governance Practice Center (AIGPC)

A key highlight was the launch of the AI Governance Practice Center (AIGPC), the first of its kind in the Asia-Pacific region. This center is positioned to become a regional hub for AI ethics, with plans to achieve UNESCO Category 2 Centre status. Deputy Prime Minister and Minister of Digital Economy and Society, H.E. Mr. Prasert, emphasized Thailand’s commitment to AI development aligned with ethical standards and national priorities.

The National AI Strategy includes ambitious targets: training 90,000 AI specialists, supporting 50,000 developers, and engaging over 10 million users. These efforts underline the push for a skilled workforce and widespread AI adoption.

Global Collaboration and Governance

Discussions at the forum also advanced the Global Network of AI Supervising Authorities (GNAIS). This network aims to establish global codes of conduct grounded in human rights and inclusivity. Thailand reinforced its leadership through bilateral talks with Indonesia on AI ethics, Malaysia on smart cities and digital gaming, and India focusing on expert exchanges and project collaboration.

Thailand endorsed UNESCO’s Readiness Assessment Methodology (RAM) to guide AI policy, regulation, workforce development, and open data practices within ASEAN. A significant step forward was the tripartite MoU between ETDA, NECTEC, and DataDotOrg to develop 10,000 AI and data professionals, strengthening AI education with sustainability in mind.

Youth Participation and Education Initiatives

The forum also placed emphasis on youth engagement. Over 200 Thai students joined the “AI for Children” session, highlighting the importance of preparing future generations. Building on UNICEF data, Thailand introduced initiatives like the Digital Vaccine powered by DQ, YDCD, and Digitally Ready. These aim to establish AI-ready schools in more than 10 countries by 2026.
