The discussions took place during UNESCO Digital Learning Week 2026 in Paris, where participants considered practical barriers including unreliable internet access, limited specialised training equipment, restricted budgets, and uneven educator readiness.

The Strategy Lab was organised by the UNESCO Regional Office for Southern Africa and Nudle. Experiences from UNESCO's TECH SPARK Africa initiative featured simulation-supported learning, offline AI, and tools designed to work across different devices. UNESCO said such approaches could support practical and workplace-relevant learning where continuous connectivity or specialised equipment is unavailable.

What it takes to move beyond pilots

Participants identified several conditions for expanding these technologies. Educator capacity, curriculum alignment, accessibility, institutional ownership, and long-term sustainability all ranked as essential. The discussions will inform continued implementation under TECH SPARK Africa, which focuses on using digital technologies and cooperation between higher education and industry to support practical skills, employability, and more equitable access to learning.
