What it does
Floor amendments arrive hours before a vote, and staff must work out what each one really changes. This agent compares each amendment against the base bill text and lists the sections changed, with the effect in plain words, such as raising a cap from $5 million to $8 million. It checks cross-references, definitions and effective dates for knock-on changes, and tests for conflicts between amendments filed on the same section. When a new amendment is filed, it reruns the comparison and the conflict check. Before the note goes out, it checks that each stated effect points to a specific line and that no section number is wrong. The assistant approves the briefing note. Edge case: an amendment that changes a definition used in four other sections gets all four listed.

A change is material when it alters an amount, a date, a definition or who is covered. Conflicts are flagged when amendments edit the same text.
