Dubai has rolled out a unified Workforce Productivity Measurement System across its government, with the technology now live in 32 government entities. The system uses machine learning and artificial intelligence to analyze millions of data points on workforce output, resource allocation, and service outcomes, according to the Dubai Government Human Resources Department (DGHR).
The system was formally adopted as a government-wide framework under Executive Council Resolution No. 67 of 2025. DGHR said it was developed over five years and is designed to give policymakers more accurate, forward-looking insights for planning and budget decisions.
How the system works
The framework creates a single methodology for measuring productivity across government bodies, linking human and financial resources to outputs and service results. Analytical tools and digital platforms powered by machine learning and AI let entities monitor productivity indicators and assess how resources are being used in near real time.
DGHR said the resulting data supports more efficient planning, improves institutional performance, and helps entities make better use of their budgets and staff.
From pilot to government-wide adoption
Development began in 2020 with a pilot involving a limited number of entities. During the project phase, the Workforce Productivity Measurement Steering Committee was established under Resolution No. 7 of 2023 to refine the methodology and prepare entities for wider rollout. The committee concluded its work after the system was adopted government-wide.
Abdullah Ali Bin Zayed Al Falasi, Director General of DGHR, said the adoption marks a strategic step in Dubai's push toward data-driven government.
"The adoption of the Workforce Productivity Measurement System across the Government of Dubai represents a strategic milestone in the advancement of government work and reflects Dubai's vision to build a government driven by data and advanced analytics," Al Falasi said.
He added that the system goes beyond measuring productivity by establishing a unified framework to support resource allocation, improve service quality, and strengthen institutional performance. The initiative is part of Dubai's broader efforts to use data and digital technology to improve government operations, with the system designed to help entities make more efficient use of resources while supporting policy development and service delivery.
