Hong Kong Sets Its Sights on Leading Legal Innovation and Global Dispute Settlement
Hong Kong plans to strategically apply artificial intelligence (AI) and information technology to strengthen its legal services, according to Chief Executive John Lee Ka-chiu. Speaking at an international law colloquium, Lee emphasized the city’s commitment to advancing legal technology and international cooperation in dispute resolution.
The event gathered about 200 legal experts, government officials, and institutional leaders from 40 jurisdictions to discuss how AI and related technologies will influence international law and order. This annual colloquium marked the 80th anniversary of the United Nations and focused on practical applications of technology in legal frameworks.
Advancing Legal Technology in Hong Kong
Lee highlighted several initiatives that demonstrate Hong Kong’s leadership in legal technology. Earlier this year, the Department of Justice launched a Consultation Group on LawTech Development to explore innovative legal and dispute resolution solutions. Additionally, the government held the first LexGoTech Roundtable in June to enhance legal professionals’ familiarity with emerging legal technologies.
Hong Kong is among seven economies adopting the Asia-Pacific Economic Cooperation’s framework to facilitate online dispute resolution using negotiation, mediation, and arbitration. The city also collaborates with the United Nations Commission on International Trade Law, hosting a project office since 2020 aimed at promoting online dispute resolution across different jurisdictions.
International Organization for Mediation (IOMed)
In May, Hong Kong became the base for the International Organization for Mediation (IOMed), the world’s first intergovernmental body dedicated to settling international disputes through mediation. This organization is expected to be operational by the end of the year and is seen as a step forward in enhancing global governance and contributing to peace and stability.
Hong Kong’s Unique Position in AI and Legal Ethics
Cui Jianchun, commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region, highlighted Hong Kong’s advantages in engaging with global discussions on AI ethics, regulation, and legal practice. The city’s internationally aligned financial system, strong legal framework, and diverse talent pool make it an attractive hub for AI development and investment.
The Commissioner’s Office has pledged full support for Hong Kong’s efforts to expand international cooperation and establish itself as a global center for top-tier talent in AI and legal technology.
