How AI Can Improve Communication Between Government Agencies and the Public
From May 25 to 27, 2025, a practical workshop titled “Artificial Intelligence for Effective Communication with the Public” took place in Astana. It gathered press secretaries from central government and local executive bodies to learn how AI technologies can boost the efficiency, transparency, and accessibility of government-to-citizen communication.
Alikhan Baimenov, Chair of the Steering Committee of the Astana Civil Service Hub, opened the workshop by stressing the critical role government press offices play in clarifying public policy. He highlighted the need for press secretaries to adopt modern digital tools, including AI, to better serve the public.
Hands-On Training for Practical Application
Throughout the three-day seminar, attendees gained practical skills in using AI for:
- Generating text and video content quickly
- Analyzing public opinion through AI-driven tools
- Automating routine communication tasks
Georgian experts Ani Sirbiladze and Irakli Gvinianidze introduced accessible AI tools that help press services produce press releases and engaging visual content for social media without extensive technical knowledge.
Enhancing Transparency and Accessibility
Participants reported that the knowledge gained will make government communication clearer and more accessible to citizens. The workshop included international case studies and showcased major AI-powered platforms relevant to public sector communication.
Special focus was placed on the ethical and legal considerations of using AI, along with safeguarding government information when interacting with these technologies.
Building Connections and Sharing Experience
Besides education, the event offered a platform for press officers from various government levels to network and exchange best practices. After the workshop, attendees will receive a digital guide compiling global trends and actionable recommendations for deploying AI in government communications.

The event was organized by the Astana Civil Service Hub with the support of the Agency of the Republic of Kazakhstan for Civil Service Affairs, the Ministry of Culture and Information of the Republic of Kazakhstan, the Academy of Public Administration under the President of the Republic of Kazakhstan, and UNDP in Kazakhstan.
