India Releases Roadmap for Homegrown AI Foundation Models
India's Principal Scientific Adviser has released a white paper outlining plans to develop indigenous artificial intelligence foundation models, positioning the country to reduce reliance on overseas AI systems and align technology with local needs.
Foundation models are large AI systems trained on massive datasets-text, images, audio, and video-that can perform tasks like translation, summarization, and question answering. They form a critical layer in modern AI development.
The government strategy prioritizes two types of models. Large language models (LLMs) handle broad tasks across sectors. Smaller, specialized language models (SLMs) work in specific domains and cost less to run, making them suited for agriculture, healthcare, education, and small businesses.
Why Local Models Matter
Most AI systems currently used in India are built overseas and trained on datasets that don't fully represent India's diversity, languages, and regional needs. Developing homegrown models addresses this gap.
Indigenous models would improve transparency and ensure alignment with India's legal framework, values, and security interests. They would also promote linguistic inclusion and make AI more affordable across the country.
Sector Applications
A combination of LLMs, SLMs, and multimodal AI models-systems that process multiple types of data simultaneously-could drive innovation in:
- Climate and environmental management
- Healthcare delivery
- Education
- Urban governance
The models would be more energy-efficient than current alternatives, reducing operational costs for government agencies and businesses.
Implementation Strategy
The government is encouraging collaboration between public institutions and private companies to build these systems. The white paper is part of a broader AI policy series shaping India's overall AI strategy.
For government professionals, understanding generative AI and LLM capabilities will be essential as these systems integrate into public sector operations.
