Japan to Establish Data Leak Prevention Guidelines for Research Institutes

Japan's government is preparing to introduce new guidelines aimed at preventing data leaks within state-run and selected research institutes engaged in advanced technology studies. This move is part of the draft for the Integrated Innovation Strategy 2025, which seeks to balance innovation with risk management in research activities.

Risk Management in International Research Projects

The strategy mandates that research institutes involved in international collaborations develop clear risk management guidelines by the end of the current fiscal year. This requirement reflects the government’s commitment to maintaining the integrity of sensitive data while supporting technological progress.

The Ministry of Education, Sports, Culture, Science and Technology has already been enhancing data security measures for advanced technology research. The new guidelines are expected to encourage institutes and affiliated organizations to strengthen their data management practices further.

Specific Measures to Reduce Data Leak Risks

  • Assessing researchers’ home institutions and their history of foreign funding
  • Restricting access to sensitive research data and lab entry to authorized personnel only

An expert panel has started discussions to finalize these guidelines by the end of fiscal 2025, ensuring a comprehensive approach to data protection.

Balancing AI Innovation and Risk Management

The draft strategy emphasizes that AI research and development must proceed alongside effective risk management. It highlights plans to advance AI-assisted robotics, particularly for nursing care applications, aiming for practical deployment.

Additionally, the strategy promotes the use of AI in sectors facing labor shortages, such as agriculture, forestry, and fisheries, to support revitalization efforts in regional communities.

Government Oversight of AI Security and Usage

To safeguard critical infrastructure, the government plans to inspect security measures implemented by major IT companies and monitor how AI technologies are used by operators of essential services, including electric power firms.

If AI misuse infringes on citizens' rights, authorities will investigate and mandate corrective actions from the responsible entities.

These initiatives reflect Japan’s approach to maintaining a secure environment for technological innovation while addressing potential risks associated with AI and data management.
