Lao Government Advances AI Initiatives to Enhance Public Services

VIENTIANE – The Lao government is intensifying its efforts to integrate artificial intelligence (AI) into public administration with the goal of fostering inclusive development and improving citizens' quality of life. A recent high-level dialogue in Vientiane gathered government officials, development partners, and youth representatives to discuss AI’s role in reducing inequality and speeding up socio-economic progress.

Improving Efficiency and Human Resource Capacity

Deputy Minister of Technology and Communications, Santisouk Simmalavong, highlighted AI's potential to increase government efficiency and enhance service delivery. He also pointed out that AI can support human resource development, preparing the workforce for future demands. However, he stressed the risk that digital divides—both in access and skills—may exclude some population segments if not addressed properly.

Collaboration on National Strategies and Ethical Standards

The Ministry of Technology and Communications is collaborating with the United Nations Educational, Scientific and Cultural Organization (UNESCO) on formulating a national digital economy strategy. Part of this effort includes conducting an AI ethics readiness assessment, ensuring that AI adoption aligns with ethical guidelines and social values.

These initiatives are integral to Laos’ preparation for its 10th National Socio-Economic Development Plan and its expected graduation from least developed country status. The government is positioning AI as a key component in achieving sustainable development goals and improving public welfare.

  • Focus on bridging digital gaps to ensure equitable AI benefits
  • Strengthening public sector capacity in AI and digital skills
