Malaysia to Introduce AI Regulatory Framework by Mid-2026

The Malaysian government plans to present legislation for a national artificial intelligence (AI) regulatory framework in the second half of 2026. Digital Minister Gobind Singh Deo confirmed that a comprehensive report and recommendations are currently in preparation.

Speaking at the Selangor Twin Accelerator Programme 2025 at the Asia School of Business in Kuala Lumpur, Gobind said, "I hope to table something in Parliament, and I believe there likely will be, as I expect legislation will be needed to cover certain areas."

Next Steps for AI Governance

The ministry is awaiting the final report following multiple meetings, which will then be submitted to the Cabinet. The Cabinet will decide the appropriate governance model based on the report’s findings, including whether the framework should rely on legislation, regulations, or standards.

"The question is what kind of governance we need — whether it is going to be through legislation, regulations, or mere standards. I think this is something that we need to think about very carefully," Gobind added.

Balancing Opportunities and Risks

While AI and emerging technologies offer significant benefits, the minister highlighted the need to address their risks. "Technology provides us with great opportunities, but there are also risks that we need to consider. Risks will present themselves in different ways across different technologies," he said.

Background and Timeline

  • A full report on Malaysia’s AI regulatory framework was expected by the end of June 2025.
  • The study, initiated by the National AI Office, focuses on the legal requirements related to AI.
  • The findings will be presented to the Cabinet before legislation is drafted and tabled in the Dewan Rakyat.

This step reflects the government's commitment to establishing clear rules around AI, ensuring responsible adoption while mitigating potential risks. For government officials and policymakers, staying informed about these developments will be crucial as the framework takes shape.
