India's Health Minister Outlines Strict AI Governance for Healthcare
Union Health Minister J P Nadda said artificial intelligence in healthcare must be shaped by regulation, ethical oversight, and equity commitments to reach all citizens. He made the remarks at the 79th World Health Assembly in Geneva on May 27, 2026.
Nadda stressed that digitization alone cannot improve health outcomes. Sector-specific governance frameworks are essential for safe and responsible AI deployment across India's 1.4 billion people, who speak 22 official languages and have varying healthcare access.
India's Healthcare AI Strategy
India launched the Strategy for AI in Healthcare (SAHI) in February 2026, described as the first comprehensive AI healthcare strategy from the Global South. The framework guides deployment in an ethical, transparent, and people-centered manner.
The country also created BODH-Benchmarking Open Data Platform for Health AI-which tests AI solutions against real-world datasets to ensure they perform safely and equitably.
These tools build on earlier digital health initiatives. India's National Health Policy of 2017 outlined an integrated, interoperable, and scalable digital health ecosystem. The Ayushman Bharat Digital Mission, launched in 2021, established consent-based digital health data frameworks.
The Equity Risk
Nadda cautioned that AI could deepen healthcare inequities if designed without safeguards. The technology has potential to bridge gaps in care but requires responsible development to avoid widening disparities.
Global Collaboration Required
No single country can manage AI's healthcare challenges alone, Nadda said. He called for trusted, interoperable health data systems, collaborative research, and ethical AI development across borders.
He reframed India's approach as "All-Inclusive Intelligence" rather than artificial intelligence, emphasizing that innovation must be guided by regulation, scale earned through trust, and advancement anchored in equity and public good.
