Ukraine builds AI-powered government while defending against invasion

Ukraine has deployed artificial intelligence across its public services while fighting the largest armed conflict in Europe since World War II. The country's digital transformation, built on the Diia app and web portal, now serves more than 70% of Ukrainian citizens over age 14-over 24 million mobile users and 7 million web portal users.

The shift reflects a deliberate strategy to move beyond reactive bureaucracy. Rather than requiring citizens to request services, the government now anticipates needs and delivers them proactively.

What the Diia system does

Ukraine became the first country to give digital passports the same legal standing as physical ones. The government reduced business registration to two seconds and introduced the world's first fully legal online marriage via video call-a feature that became essential for military personnel on the front lines.

Diia.AI, a national AI assistant, now generates income certificates and residence documents, and handles traffic fine payments. In its first 24 hours, 100,000 users tested the system. Within a week, that number exceeded one million.

Voice functionality is coming to Diia.AI to improve access for citizens who prefer spoken interaction over typing. The Ministry of Digital Transformation is also integrating voice AI into its hotline.

Beyond government services

The same AI approach extends to education and business. Within the Mriia educational platform, neural networks help teachers generate tests, saving thousands of hours on routine work. The system is being piloted in 150 schools.

On the Diia.Business portal, algorithms act as free consulting agencies. They help entrepreneurs identify grants, write business plans, and analyze export markets. The state functions as an intelligent partner rather than a passive observer.

Regulation without slowing innovation

Ukraine chose a bottom-up approach to AI safety: prepare companies for future requirements first, then enact legislation. The government launched a regulatory sandbox where companies test AI and blockchain solutions under expert supervision before market release.

Leading Ukrainian IT companies-including Grammarly, MacPaw, and SoftServe-formed the country's first self-regulatory organization for ethical AI use. This group audits products for bias and privacy protection.

Diia.City, a legal and tax environment for IT businesses, now hosts more than 4,300 resident companies. The infrastructure withstands daily cyberattacks and blackouts while remaining responsive to individual citizens' needs.
