What it does

Affiliate tiers set commission rates, but moves between tiers are done by memory, so strong affiliates stay on low rates and weak ones keep high ones. Each quarter this agent calculates every affiliate's revenue, refund rate and quality score against the tier rules and proposes promotions, demotions or no change. It then checks edge cases, such as a seasonal dip in a business that sells mostly in the fourth quarter, or a new partner with too little history. If a case fails the check, it adjusts the proposal, for example by keeping the tier for one more quarter. It drafts a clear explanation note for each change. The manager approves each move before any note is sent.
