What it does
A citizen in a foreign jail or hospital depends on someone remembering to follow up, and cases stall at shift changes. This agent keeps a list of open cases with the next action and its deadline. At each shift it reviews every case, checks deadlines such as hearing dates and consent forms, and drafts requests to local authorities and relatives. When a reply arrives it reads it against the request and sets out the next steps, such as a bail hearing or a medical transfer. If a case has no update in the set time, it flags it for a follow-up call. Each draft is checked against the family's consent and the data rules before it is released. The consular officer approves all outgoing contact. Edge case: a message to relatives is held when the citizen has not given consent to share details.

How it decides
Cases are ordered by urgency such as detention or medical risk. A case is stalled when no update arrives within the set time for its level.
- Rank detention and medical emergencies above other cases
- Mark a case stalled after 24 hours for urgent and 5 days for routine
- Hold any message about a citizen without recorded consent
- Escalate any case with a missed court date
