What it does
When the capital instructs an embassy to deliver a message, the delivery is only half the job and the response often goes unreported. This agent turns the instruction into a task list: who must be seen, by when and with what message. It drafts talking points in line with the instruction and a meeting request. Once approved, it tracks the request, notes when the demarche is delivered and records the response. If no reply arrives by the deadline, it proposes a next step such as a follow-up call or a higher-level approach. Before the report is drafted, it checks that the record covers every point of the instruction and the response given. The officer approves the report back to the capital. Edge case: a reply that agrees to only part of the request is logged as a partial response with each point marked.

A demarche is complete when every point in the instruction is delivered and the response is recorded point by point. Missing replies trigger the next escalation step.
