Each new guide has finished every required step and the operator has evidence before release to solo tours.
What it does
New guides need shadow tours, route tests and fact checks before leading alone, and the operator tracks it in notes. The agent tracks each requirement, schedules the shadow tours, checks scores from route quizzes and fact checks, and notes gaps. If a guide fails a check, it assigns more practice that fits the type of failure and rechecks the guide later. When all items are done, it prepares a readiness summary with scores and dates, so the operator can see the evidence at a glance. It never releases a guide itself. The operator approves solo release. Edge case: a guide strong on facts but weak on timing, who needs an extra shadow tour rather than more quizzes.

How it decides
It marks a requirement complete only with a record, and sets extra practice based on which type of check was failed.
- Pass mark is 85% on facts quizzes
