Pest outbreaks are easier to manage when caught early, but trap counts and scouting reports arrive from many places. Each week this agent collects trap counts and scouting reports and combines them with weather data. It first checks that data is complete for each region; if a region is missing, it asks scouts before drafting anything. It then compares counts with action thresholds and uses degree-day models to judge timing. When a region nears a threshold, it drafts an advisory with recommended actions taken only from approved guidance. The scientist approves every advisory before it reaches farmers. Edge case: a sudden jump at one trap is checked against nearby traps first, since a single trap can be disturbed or misread, and the advisory waits until neighbors confirm or the scout rechecks.
